In practice the processor is the deciding line: Intel Core 8th generation or newer, or AMD Ryzen 2000 series or newer.
To check, open Settings, then Windows Update, and see whether Windows offers the upgrade. Microsoft's PC Health Check app gives a plain yes or no with the reason. Many 8th-generation and newer laptops fail only because TPM or Secure Boot is switched off in the BIOS, so look there before assuming the answer is no.
